The current role of local government has moved well beyond the rather negative image of mindless bureacrats fulfilling routine tasks. Local governments of the 21st century are focused on high performance, constantly fulfilling the highest expectations of the citizen-government value exchange, and ultimately delivering to the community the outcomes and future they desire.
There are as many ways to measure success in this arena as there are players. But for purposes of language continuity, we have defined the measures of one's success as the scorecard -- akin to the scoring of a sporting event, and supportive of the balanced scorecard's multiple perspectives.
